The Government of Punjab, under the visionary leadership of Chief Minister Maryam Nawaz Sharif, has launched Phase 2 of the Free Livestock Distribution Program. This landmark initiative is designed to uplift rural communities, especially women, by providing them with free livestock – a vital step towards financial independence and improved nutrition in underserved regions.
Phase 1 was a success story, bringing tangible change to the lives of thousands of women across South Punjab. Phase 2 aims to expand the program even further, promising greater support, wider reach, and smarter implementation.
Who Can Apply and What Are the Benefits?
This program isn’t just about giving away animals. It’s a carefully structured plan to empower women by helping them establish a steady source of income through milk production, calf-rearing, and meat sales. Here’s who is eligible:

Women under 55 years of age

Widowed or divorced

Residents of South Punjab districts

PMT score below 32 (poverty score as per the government database)

No prior livestock ownership or animal received in Phase 1

Must have the capacity to care for livestock
Eligible districts include Multan, Vehari, Bahawalpur, Bahawalnagar, Khanewal, Lodhran, Muzaffargarh, Dera Ghazi Khan, Layyah, Rahim Yar Khan, Rajanpur, and Kot Addu.
These women will not only receive cows, buffaloes, or goats but will also get a complete animal care kit, including health cards, vaccination records, fodder starter packs, and veterinary support.

When and Where to Apply
Phase 2 officially started on May 15, 2025, and registrations are currently open. However, the last date to apply is June 15, 2025. If you’re planning to apply, don’t wait until the last moment – spots are limited and the process is competitive.

Upload scanned documents like your CNIC and a utility bill or domicile.

Submit and keep your SMS reference number safe.
Offline Application

Visit the nearest veterinary hospital or livestock department office.

Bring your original CNIC and proof of residence.

Staff will help you fill out the form and submit it through their official 9211 system.
Selection Process: Transparent and Fair
Once you apply, your details are verified through government databases like NADRA and PSER. Field teams may also visit to confirm your eligibility and ensure you meet the care requirements.
After verification, a computerized lottery system is used to select the beneficiaries, keeping the process 100% transparent and free from any political or personal bias.
Once selected, you will receive an SMS with collection instructions, and the livestock will be handed over at your district’s veterinary hospital along with proper documentation and care support.
